Overview
The Hwy 278 Community Improvement District (CID) Master Plan is a coordinated, long-term vision for enhancing the Highway 278 corridor through strategic investment, placemaking, and connectivity.
The Master Plan is organized around three primary focus areas. While each focus area is distinct, they are intentionally interconnected and work together to support a more vibrant, accessible, and economically strong corridor.
Additional detail for each focus area is provided throughout this site. Below is a summary of how each component contributes to the overall Master Plan.
West Gateway
Primary entry from I-20
The West Gateway represents the primary entry point into the Highway 278 corridor from Interstate 20. This gateway is designed to establish a strong first impression for visitors entering Covington while improving connectivity to surrounding trails and public spaces.
Improvements include the addition of trees and landscaping with irrigation, enhanced sidewalks that connect to nearby trails and pedestrian networks, and the incorporation of existing park-and-ride parking to function as a trailhead for adjacent trails. An iconic vertical gateway element is proposed that will be visible to and from I-20, helping define the western entrance to the district.
