Highway 278 is a state and federal roadway, managed by GDOT. All projects even roadside maintenance and planting requires their approval through a permit or maintenance agreement before any work can begin. The first step of this process begins with an approved Master Plan. This Plan will be the strategy for work to be implemented over time through a series of projects to be prioritized based on a set of criteria and funding.
Recognizing the importance of a Master Plan, the CID board defined the Scope of Work; solicited proposals advertising through a Request for Proposals/Qualifications process. Upon receipt of the proposals, analysis was completed by an experienced team and a recommendation made to the CID board. The CID board met with the recommended candidate, Thomas & Hutton, contracting them to prepare the Hwy 278 CID Master Plan.
The Thomas & Hutton proposal identified an experienced team of land use landscape architects/planners, architects, and transportation engineers familiar with our community and the GDOT process.
