    • Much discussion among all board members. The consensus reached was to ask for delay in providing specific appropriation amount until Master Plan is finished (with next steps indicated). Suggested the Administrator also advise the BOC members during her presentation that a minimum request of $50,000, plus project specific requests, would be forthcoming.

Kathy Morgan, CID Administrator, called the meeting to order in the absence of Jimmy Tanner, CID Chairman.  Greeted everyone and introduced guest, Taylor Morrison, with the Council for Quality Growth

Anne Laster gave Financial Report and presented 2 items for payment (1) salary check for the Administrator; and (2) invoice for reimbursement to Economic Development Dpt. for cost of lunches provided to representatives of Thomas & Hutton at the last meeting.

Kathy Morgan reviewed agenda items and open discussion followed.  Discussion included recommendation by Kathy to meet with representatives of various utilities in anticipation of need to move utilities over the course of CID activities (and/or re-development) along the Hwy. 278 CID corridor.  Also, recommended board members meet with various stakeholders to inform and update them on CID activities.  Upcoming Chamber dinner will also provide opportunities for “spreading the word” on the CID’s vision, activities and need for Chamber/Community support.

 

Next CID Meeting will be in January, 2018. Kathy Morgan will circulate and publish date.

Newton County, GA (October 19, 2017)  The Highway 278 Community Improvement District is excited to announce they have selected Thomas & Hutton to provide engineering, planning and landscape architecture services for the CID to develop a Master Plan for the District.

To accomplish any goal, you need a good plan. The CID board and stakeholders will be working with Thomas & Hutton over the next several months to define improvements within the district. They will work with the Ga. Dept. of Transportation (GDOT), Newton County, City of Covington, property owners and other stakeholders to plan and encourage quality land use and infrastructure placement along the Hwy 278 corridor. This plan will help to implement the goals of the CID:

  • Enhance Public Safety
  • Develop a Community Identity
  • Improve Mobility for Modes of Transportation
  • Encourage Quality Development and/or Redevelopment
  • Maximize Property Owner Investment

Highway 278 is a state and federal roadway, managed by GDOT. All projects even roadside maintenance and planting requires their approval through a permit or maintenance agreement before any work can begin. The first step of this process begins with an approved Master Plan.  This Plan will be the strategy for work to be implemented over time through a series of projects to be prioritized based on a set of criteria and funding.

Recognizing the importance of a Master Plan, the CID board defined the Scope of Work; solicited proposals advertising through a Request for Proposals/Qualifications process.  Upon receipt of the proposals, analysis was completed by an experienced team and a recommendation made to the CID board. The CID board met with the recommended candidate, Thomas & Hutton, contracting them to prepare the Hwy 278 CID Master Plan.

The Thomas & Hutton proposal identified an experienced team of land use landscape architects/planners, architects, and transportation engineers familiar with our community and the GDOT process.  For 71 years, their team of experienced professionals has built lasting relationships with their clients becoming trusted advisors. “Designing places that become timeless, that transform into a vibrant place full of vitality with a strong sense of community is their passion.” Experienced team members from their Savannah, Greenville, and Charleston offices will work with the Covington office to help us achieve our vision. Designing with the future in mind, they have embraced our vision and will work with us to achieve our goals.
